The cosmetics industry works in a complex technical, scientific and regulatory environment.
In the European Union, Regulation (EC) No 1223/2009 on cosmetic products lays down the rules to be respected for any cosmetic product intended for the European market. Its objective is to protect human health and provide clear information to consumers, in particular by ensuring the composition and labelling of products.
The Responsible Person is responsible for ensuring that their products meet regulatory requirements. The European cosmetic regulation clearly indicates the responsibility of the Responsible Person and the necessity to create a Product Information File (PIF) and a CPNP notification for each cosmetic product.
