Cosmetic Products Notification Portal (CPNP)
Since July 11, 2013 and the new regulation (EC) n°1223/2009, declaration of the product formulation as well as informations such as the category of the cosmetic product and the presence of nanomaterials, are made through the european Cosmetic Product Notification Portal (CPNP) which is the online notification system in which informations must be stored.
According to article 13 of regulation (EC) n°1223/2009, prior to introduction of the cosmetic product on the market, the responsible person shall submit, by electronic means, the following information to the Commission :
- the category of cosmetic product and its name or names, enabling its specific identification
- the name and address of the responsible person where the product information file is readily accessible
- the country of origin in the case of import
- the Member State in which the cosmetic product is to be placed on the market
- the contact details of a physical person to contact in the case of necessity
- the presence of substances in the form of nanomaterials
- the name and the Chemicals Abstracts Service (CAS) or EC number of substances classified as carcinogenic, mutagenic or toxic for reproduction (CMR), of category 1A or 1B, under Part 3 of Annex VI to regulation (EC) n°1272/2008
The CPNP has been created to implement the regulation (EC) n°1223/2009 on cosmetic products. All products on the European market must be registered in the CPNP.
Once the product is notified in the CPNP, there is no need to notify it at a national level : the Commission will, without delay, make these informations available to all competent authorities concerned and to poison centers or similar bodies. That information may only be used by those bodies for the purposes of medical treatment.
